FIGHTING TERROR IN THE TIME OF NAYSAYERS !

In the dying moments of 2014, there was a high octane drama unfolding off the Gujarat coastintercepts suggested that a suspicious fishing boat was heading from Pakistan towards India with not so noble intentions,relayed in real time to the Indian Coast Guard (ICG) it resulted in a high speed chase and eventually then a fiery end for the boat, its cargo and all aboard! Was terror plot averted? Or was it a maritime “encounter” with a “staged chase” at the centre of it all ?

Early on 31st December 2014 the National Technical Research Organiation (NTRO) intercepted Thurayya set conversations off the Gujarat coast, between a vessel and its Pakistani handlers who talked of unloading unspecified “valuable cargo” in the vicinity of Porbander. This possibly involved 2 other vessels, all from the Pakistani port of Keti Bander. The message was promptly relayed to the ICG and the Indian Navy (IN) and by evening two fly overs by a Dornier reconnaissance plane positively identified it to be a small fishing boat, which was 365 km off the Indian coast and heading towards Porbander. The ICGS Rajratna was launched to intercept this “uninvited guest” and an hour long chase ensued. A few warning shots and edgy minutes later the boat was set alight by four persons on board who initially hid below deck. Later a huge explosion destroyed the boat and its crew and no remains or debris could be retrieved due to weather and sea conditions.

 The ICG and the Ministry of Defence (MoD) recorded all of the above issues as part of their press release and that the boat was planning some “illicit transaction”. No mention was made of any purported terror plot as that was yet to be ascertained.

Since the incident happened in the backdrop of renewed firing on the Line of Control and the strained India-Pakistan relations, the media raised the pitch celebrated it as a foiling of a terror plot.

The Tag Line…A Toast to the Coast Guard…is celebrating the prompt action of the ICG.

The Punch Line…Guard against uninvited guests !….is more a statement on the suspicious boat trying to breach Indian coastal security than for the Amul brand itself.

Then most interestingly we had naysayers coming up with their stories with an alarming regularity and conviction, which suggested they were perhaps amongst the 4 crew members of the star crossed boat.

Manu Pubby of India Today called this an “encounter” and Sunetra Choudhry of NDTV doubted as to how the MoD knew the boat was going to do some “illicit transaction”.Praveen Swami of the Indian Express was the most vociferous and he came out with a piece debunking the official version totally.

Swami doubted India’s claims of “destroying” a terror boat” as “highly placed government sources” told him there wasn’t any terror link at all”. He quoted more “sources” to state that the boat belonged to small time smugglers from Keti Bandar and was ferrying “bootleg cargo” from Gwadar to Karachi. Further “three naval officers” stated there could not have been a chase at all as the larger ICGS would have easily outran the hapless fishing boat. He finally insinuated that “disproportionate” and “lethal” force was used to “destroy” the boat and that the official line was a cover up of sorts. Swami doubted the inability to retrieve debris etc. by quoting an open source site to point out that the contrary to the official version the weather and sea conditions on that fateful night were perfect ! He also blamed the NTRO for violating laid down procedures in sharing information.

This “source and evidence” infested article evoked interest internationally with many Pakistani channels using it to stoke the embers of the “staged chase” theory. It contributed largely to the perception that the Indian Government was fabricating facts for ulterior motives and cast a serious doubt on the credibility of the ICG and created a needless controversy.

Swami tried to showcase his reach but in actuality was dishing out, as one observer has put it, stenography in place of investigative journalism.

Firstly,who said anything about a terror plot or the “destroying” of a “terror boat”? It was consistently stated that the boat was set alight by its crew and that it was out to carry out “illicit transaction”. This was vindicated when India Today and Aaj Tak accessed the transcripts and reported that the Pakistani handlers, including the Army, constantly monitored and instructed the ill-fated boat and two others, which were later ordered to abort mission and return. All actions by the crew were known to and approved by the Pakistani handlers, who even spoke about suitably compensating the families of the 4 dead.

Then, If these were smugglers on the Gwadar –Karachi route why were they 400 miles south of an obviously easterly course and into an unfrequented stretch of Indian waters? Any experienced hand will tell you that smugglers tend to stick to busy sea lanes to merge into the trawler traffic and not venture as lone wolves waiting to become headlines! And if it was boot leg cargo only why did the occupants of the boat set it afire when they could have simply dumped the cargo in the sea???

Swami claims a “staged chase” as the ICGS would have easily outran the fishing boat and also that the weather conditions were clear and the sea calm. But the Indian Meteorological Department (IMT) talks of disturbances and poor visibility for the period in question. Yes, an ICGS can easily outrun a small boat anytime but on a choppy sea the scenario is entirely different especially with the prey carrying out evasive actions too. It seems Swami’s “open source” web site was referring to some intergalactic as yet undiscovered sea on planet Z67TREW2 and probably the IMT too involved in a grand conspiracy hatched by the Indian Government to establish its robust security credentials? Seems Mr Swami watched “Knight and Day” and “Tomorrow Never Dies” just before penning his article.

He also paints the ICG as wanton marauders keen on using “disproportionate” and “lethal” force. But are the ICG so daft as to destroy the boat knowing that absence of debris and the culprits will leave them with egg on their faces? And is their 12.7mm gun so potent as to set alight plastic explosives and diesel, both of which are not known to burn easily. Rajnikant would accomplish this with his eyes but it’s beyond the ICG for sure.

Swami is partially right regarding the NTRO’s actions as the latter crucially left out the Intelligence Bureau and the maritime and coastal Police in Gujarat and Maharashtra from the info sharing loop.

However,the alacrity of the ICG cannot be faulted .In 1993 it was the same Porbander coast where the explosives for the Bombay blasts were landed. The 26/11 Mumbai attacks too were set into motion by the hijacking of a small fishing boat, Kuber. So what’s the harm if the ICG wanted to be doubly sure especially since the incident was happening in the backdrop of the Vibrant India Summit being held in Gujarat?

The Pappu led, Indian National Congress (INC) seemed all at sea in its attempt to  politicize the issue.It bemoaned “civilian” deaths at sea (now how were they so sure of it?) and then asked the government to “come clean” with the facts,as if it was the PM himself who was at the helm of the sunken boat! Manish Tewari coined a lovely term and accused the government of being “chaperones of terror” (which means?)Some even wanted to know which “terror outfit” was behind the incident and if the government failed to provide the name then they blame it for obfuscating facts.

In a world where terror can be wrought upon the public from air, sea and land and the internet,what harm will it do to initiate the preventive measures whenever there’s even an iota of doubt? And this boat and its crew were suspicious by any count,especially when seen in conjunction with the intercepts.Every lead is to be investigated and struck down otherwise the prospects are ghastly to say the least. It’s important for the media to behave responsibly and to neither prematurely celebrate nor denigrate matters pertaining to national security. All this eventually contributes towards developing uncertainty in the minds of the security forces, which can one day prove counter-productive for national security. Even politicians should shun petty bickering in favour of national security otherwise they  are only compromising on national interests.

It was a bizarre sequence of events with stenographers serenading as journalists and clowns masquerading as politicians. I don’t advocate that no scrutiny be carried out.But base it on considered thoughts. Journalists and politicians need to be restrained and not embark on personal glory hunting at the cost of the nation’s image and security. I don’t remember any one asking George Bush to “come clean” when conspiracy theories emerged regarding the 9/11 World Trade  Centre attacks.

At least something should be sacrosanct.

I wonder if Swami and the political lot would dare to try similar antics with the IS,if they were citizens in the newly established Caliphate ?

18 February 15; the ICG finds itself in more controversy when it’s DIG,BK Loshali was quoted from what he reportedly told a gathering of guests during th launch of ICGS C-421in Surat that he ordered the blowing off of the Pakistani boat as he didn’t want to “serve them biryani” after arresting the crew. 

This directly contradicts the government’ stance regarding the crew setting the boat alight . Loshali has clarified that he was quoted out of context and his comments have been blown out of proportion.He also says that he wasn’t in charge of  the operation hence could not have ordered the blowing up of the boat

This once again rakes up the controversy and Manish Tewari of the INC, not learning any lessons, has tweeted that he is worried about the civilian deaths if these were not terrorists.

I think expecting full time politicians to place national issues over their petty 2 bit hassles is a bit too much actually. And Mr Loshali too should be served some biryani so he would keep away from speaking out of turn.Lets all just wait for the final report an if there’s a discrepancy then the government should not dither in disclosing it so that vital lessons are learnt.

Till  then let’s just hold our horses or shall I say  -our  plates of biryani! 

CHARLIE HEBDO MASSACARE: TO KILL A MOCKINGBIRD !

7th January 2015,Paris; 13 people lay dead after two gunmen had attacked the office of the French satirical weekly Charlie Hebdo and massacred members of the Charlie Hebdo editorial team as well as its top caricaturists. Shouting “Allahu Akbar” the assailants triumphantly left the building and claimed that the Prophet Mohammad was avenged and that Islam was safe again.

Paris continued to reel under Islamic terror when four more were killed in a hostage situation in a Kosher (Jewish) Supermarket. The hostage taker, Amedy Coulibaly (who claimed allegiance to the ISIS), was gunned down as also the two out of the three Charlie Hebdo assailants, Algerian brothers Cherif Kouachi and Said Kouachi (al Qaeda). The third, Hamyd Masoud surrendered. The French Government suspected an international conspiracy behind the three day carnage. Eventually the Al Qaeda In Yemen (AQIY) took responsibility for the attacks on Charlie Hebdo.

What provoked the carnage? The answer contains uncomfortable truths for the victims as well as the perpetrators.

Charlie Hebdo started in 1970 after its predecessor the “Hara Kiri” was banned for mocking the death of ex-President Charles de Gaulle. It remained out of print from 1981 till ’92 when it was resurrected by the efforts of François Cavanna (editor 1969 – 1981),Phillipe Val (editor 1992 – 2011). The magazine is irreverent, satirical, provocative and non-conformist while dealing with religion and French politics. Its editor Stéphane Charbonnier (Charb), who was killed by the gunmen, had once described the magazine’s positions as left-wing, secular, and atheist. It has caused maximum controversy when covering religion, particularly in the depiction of the Prophet Mohammed.

In 2006, it provoked protests when it featured a weeping Mohammed with the headline “Mohammed Overwhelmed by Fundamentalism.” And also featured reprinted cartoons from the Danish newspaper Jyllands-Posten that caricatured the Prophet.In 2007, it again caused furore when it published cartoons of Mohammad carrying a bomb in his turban. In 2010,it supported France’s “burqa ban” through the caricature of a naked woman. In 2011, its offices were fire bombed when a Charlie Hebdo edition supposedly “guest edited” by Mohammad was taken out with a Mohammad cartoon announcing “100 lashes of the whip if you don’t die laughing” and titled Charia Hebdo (a refence to Sharia Law).

In response – the magazine published the cartoon of a Muslim man kissing a cartoonist !

In 2012, an edition had a cover showing an orthodox Jewish Man pushing a Muslim man in a wheel chair and titled “Intouchables 2” a spoof on a French movie “Intouchbles”.It also carried a spoof on the malicious, divisive and globally decried Islamophobic internet movie “Innocence of Muslims”, by depicting a naked Mohammad in pornographic positions! This was done against the advise of the French government.

The editors reacted to Muslim chagrin by saying that the fire bombers were “stupid people”, that the magazine conforms to French free speech laws and not Koranic and that they could be least bothered about the reactions or laws of Kabul and Riyadh. They admitted that they were against religion but depicted the Prophet especially to provoke and shame.

And provoke they did.

The Amul ad depicts the carnage in Paris.The Eiffel Tower is almost falling over under the onslaught of extremists with storm clouds gathering and paper, ostensibly depicting drawing sheets, strewn all around. The Amul Girl is shown as defending free speech with a drawing pencil in one hand and a paint brush in the other.

The Tag LineParis Is Reeling…is a statement on the unprecedented attacks in Paris and the “IS IS” in red is a play on the suspected role of the Islamic fundamentalist movement Islamic State in Iraq and Syria. This is an incomplete representation as the two main suspects had announced allegiance to al Qaeda.

Secularism is the de facto official religion in France. Inasmuch that the French have twice imprisoned recalcitrant Popes in 1798 and 1809 who tried to resist the Revolution. In 1905 the French Third Republic decreed the separation of the church and the state to ensure Freedom of Thought. This entailed strict official neutrality known as laïcité – absence of religious involvement in government affairs and vice versa.

French Identity is essentially non ethnic and non-religious and is now under strain due to the immigration of people of colour and multi ethnic identities from the former colonies. It’s in this backdrop that the Charlie Hebdo editorial line is to be seen.

Strictly secular, Charlie Hebdo swore to safeguard laïcité. It had subsumed for itself the right to equally offend all, also known as – equal opportunity blasphemy- with irreverence. It intended to subject to brutal interrogation, any self-sanctified institution especially religion. It aimed at making humorous attacks so common on the most sensitive issues and concepts that these would get defanged and lose their control and illogical hold on the people. Charb was loathe to self-censor and would never indulge in appeasement of a group or two at the cost of his core ideals.

This courageous editorial underpinning put Charlie Hebdo on a path of direct conflict with the six million Muslim immigrants of France and the extremists within them. These are the most disenfranchised ethnic grouping who have also felt targeted by the government especially when the latter banned head scarves and veils. Charlie Hebdo demonstrated a strange naiveté when it ventured into these troubled waters upholding laïcité but ignoring the transforming ethnic realities of France. Its irreverent and offensive attack on the most sacred entity for the Muslims – Prophet Mohammad- was seen as racial and humiliating by a marginalized ethnic grouping. These caricatures thus became the catalyst for the inevitable outburst of a suppressed and discriminated minority made to feel unwelcome in France. And resulted in a senseless carnage leading to the death of 17 people.

The rise of Islamic fundamentalism in the younger generation is a failure of the French State especially when the original immigrants assimilated so well that they are at the forefront of the voices against extremism. The French need to accept the changing paradigm of the ethnic composition of France. Marginalisation breeds a pronounced sense of identity and leads to overt display of religious symbols and beliefs which cannot be stemmed by stringent laws alone. Without serious thought being given to the root causes of alienation the next incident too should be round the corner as Charlie Hebdo has responded to the massacre by publishing yet another Mohammad Cartoon with the latter holding the “Je suis Charlie” placard and saying “ all is forgiven”.

The Muslims too need to introspect as to why is that when Charlie Hebdo depicted the Pope with a condom, Marie Le Pen shaving pubic hair and Michael Jackson as a skeleton immediately after his death that none of the groups resorted to large scale protests, fire bombings, shootings, executions and hostage taking? Free speech is a modern concept which is far removed from Islamic tenets and is a cherished value of the Western nations. Such blatant attacks will lead to nations reacting in a manner which will threaten to further exclude the Muslim community and typecast them .If the Muslims aspire for a better life as immigrants then they must assimilate and learn and develop tolerance and shun extremism.Western nations too must ensure that the right to offend is moderated.

Muslims also need to give serious thought and voice to the demands for reform in Islam keeping in mind the changes in the 1400 years since the compilation of the Holy Koran.It is not their belief which is coming in the way of assimilation but the manner of interpreting the teachings of the Prophet and the  Koran.

There is a lesson for us Indians too especially in the backdrop of the protests against the Aamir Khan starrer -PK. Extremists all over the world speak the same language of intimidation when they want to subvert free thought.And they need to be resisted. And the rabid protestor could also be reminded that if he feels belittled by the depiction of certain practices and concepts which have crept into the Hindu religion then why doesn’t he protest about these practices too while demanding limits on free speech.

Charlie Hebdo and the ones who died represent the “mockingbird” – who never harms us but sings its heart out for us.And to kill a mockingbird, is to kill something innocent and harmless that too when the devil is within us. To quote from the famous novel by Harper Lee “when they finally saw him, why he hadn’t done any of those things … Atticus, he was real nice,” to which he responds, “Most people are, Scout, when you finally see them.”

PAKISTAN: WAILING EYES ,IMPALED INNOCENCE & FRENZIED BIGOTRY !

The birth of Bangladesh on 16 December 71 debunked the “two-nation” theory and questioned the rationale for the creation of Pakistan. 43 years to the day, Tehreek-e-Taliban Pakistan (TTP) massacred 132 children in Peshawar and painfully drove the final nail in Jinnah’s theory. For the dead, the Pakistani establishment had a lot to answer for. And for those who survived, it was their burden to live with scarred and impaled innocence.

16 December 14; six heavily armed TTP terrorists, wearing Frontier Corps uniforms and suicide vests, entered the Army Public School and Degree College (APS) in Peshawar and killed young and innocent children. Those who hid or played dead were pulled out and shot. The Principal was burnt alive. For 8 hours the defenceless children were at the mercy of these butchers.

Who were these fanatics who tore apart the last remaining vestige of civility in Pakistan? The answer to this question encompasses all aspects of Pakistan’s unfortunate 67 year existence.

Pakistan was formed on the basis of the theory that the Muslims of the sub-continent are a different nation. The religious and fundamentalist elements thus wanted Islam as the bedrock of the society whereas Jinnah had a moderate and modernist vision for Pakistan. The break up with East Pakistan in 1971 allowed Zulfiqar Ali Bhutto to become Prime Minister and a need was felt to cement the State together with an Islamic glue. Pakistan was thus declared an Islamic Republic. Radicalisation had thus been given a semiofficial stamp of approval.

Once Gneral Zia-ul-Haq came to power he embarked on the “Islamisation of Pakistan” to ensure that the Nation gained preeminence amongst Islamic nations and achieve international prominence.

He established Sharia Courts, declared certain muslim sects as unislamic, made Arabic and Islamiat studies compulsory in schools and professional institutes, established a Shoora Council to replace the National Assembly, introduced Islamist punishments by briging in the “Hadood Ordinance”, Nizam-e-salaat was started to ensure regularity of prayers, Madrasas (religious seminaries) and mosques grew in numbers, punishment for blasphemy was changed to death and the last bastion of rationality- the Army- too was brought under this “Islamisation” by encouraging religiosity amongst all ranks.

The Islamisation was now complete!

In the aftermath of the Soviet invasion of Afghanistan in 1979, Pakistan in cahoots with the US, created and armed the Mujahideens (The soldiers of God) who would wage Jehad (holy war) against the Soviets. This led to an influx of refugees from Afghanistan and an unprecedented weaponisation of the tribal areas. The holy war also led to a renewed wave of radicalization in the name of Islam.

The Taliban were created to ensure that a pliant dispensation filled the void left by the Soviets and cemented the concept of non-state actors as a National Security Strategy. Afghanistan was taken over by the Taliban and had it not been for the 9/11 attacks they would have still been in power. Through them Pakistan was able to achieve its strategic depth in Afghanistan.

Post 9/11, Pakistan replicated its earlier efforts to retain toehold in Afghanistan.While supporting ISAF actions,it also allowed safe sanctuary and provided patronage to the Taliban and the al Qaeda and established the concept of “good Taliban” and “bad Taliban” to suit its requirement of selectively acting against these elements – based on the level of usefulness of these groups. This concept applied to other non-state organisations like the Lashkar-e-Taiybba (LeT) and Jaish-e-Mohammad (JeM) directed against India and the anti Shia Lashkar-e-Jhangvi and Sipah-e-Sahiba.

In 2007, disparate Jehadi groups fighting the US came under one umbrella and established the TTP under their leader Baitullah Mehsud and later Hakimullah Mehsud. TTP targeted the ISAF and did not bother the Pakistani Army or State and was a safe investment for a post US scenario as well. However, once under Mullah Fazlullah, the TTP perceived the Pakistani State as siding with the infidels in allowing drone attacks and “rendition” of Jehadi leaders to the US.

Now for the first time the TTP turned against the Pakistani State and established its writ over large swathes of the restive tribal areas.Pakistan was now finally confronting the hydra headed monster that it had created.

The TTP meanwhile bombed markets and mosques, attacked the General Head Quarters in Rawalpindi in 2009 , the Mehran Naval Base in 2011, Wagah Border Crossing in 2014, KarachI Airport in 2014 and in between (according to the Global Coalition to Protect Education from Attack -GCPEA) attacked 838 schools and killed 30 children and injured 97 others between 2009 ans 2012 including Malal Yusufzai.

The Pakistan Army finally launched Operation Zarb-e-Azb against the TTP and registered considerable gains, yet it did not act against the likes of Jehadi groups such as the Haqqani Network and the anti India LeT and JeM. The establishment had yet to learn its lessons about playing with fire and raising snakes in your own courtyard.

On 16 December 14, the TTP facing the heat in the operations, attacked the innocent and unsuspecting children of APS, Peshawar. This bestiality exposed the true face of these bigots and fanatics and also the bankruptcy of Pakistan’s belief in raising and harbouring such Jehadi groups.

In the immediate aftermath of the incident, a shell shocked Pakistan Prime Minister,Nawaz Sharif, announced that the operations against the TTP shall be escalated. The Army Chief, General Raheel Sharif rushed to Kabul to meet the ISAF Head General Joseph Dunford and Afghan President Ashraf Ghani to provide evidence of the APS attack being controlled from Afghanistan and to ask Afghanistan to hand over Tehreek-i-Taliban Pakistan (TTP) Chief Mullah Fazlullah.

Now all this was eerily similar to the Indian reactions and demands made on Pakistan in the wake of the 26/11 Mumbai Attacks which killed almost 200 innocents and on which Pakistan is yet to act.

Till now an unmindful Pakistani Establishment heartlessly ignored the wailing eyes of its citizen and raised “snakes and monsters” to attack its neighbours while turning a blind eye to what these organisations were inflicting on its citizenry and the society. Until the snake turned around and bit the children of Pakistan.

Years of Islamisation cannot be undone by either lifting the moratorium on the death penalty or by ordering even more sustained operations. But to reach there it has to take small yet resolute steps such as not differentiating between the Jehadis for its misplaced strategic aims and by demonstrating willingness to dismantle anti India terrorist set up. Its most crucial test will be its ability to act against the perpetrators of 26/11 such as Zaki-ur-Rehman Lakhvi and Hafiz Saeed.Pakistan will gradually have to undo all measures initiated by Zia ul Haq and embrace modernity and moderate politics

Is Pakistan willing to bite the bullet and once and for all give up on the faulty premise on which it invested in these Jehadi and sectarian organiations?

If not, Pakistan should brace up for a re-enactment of the bloodbath at Peshawar and this time it will only be worse, and I shudder to think of what really can be worse than shooting 132 school children !

…all of which was denied to the innocent victims of Peshawar !

12 January 15; Peshawar school reopens;The ill fated APS,Peshawar reopened  today after being renovated in the wake of the terrorist attack. Pakistan’s Army Chief was present at the school to welcome back the children and to send a reassuring message to the people .

The swift reopening and the children resuming their normal routine is a sign of the resolve to bounce back from the tragedy and also a subtle but defiant message to the Taliban.

The psychological impact on the children however will be life long and hope they get the required help to get over those ghastly scenes and the loss of the friends they will never ever meet again.Hats off to their courage and hoping their rulers demonstrate the same resolve in shunning the terror groups who have brought Pakistan to its knees.
